Orville Melvin Biggs was born to George Henry Biggs and his wife Julia Hamm A. Exline on 27 February 1916 in Anita, Cass County, Iowa.

In 1920, at the age of 4 Orville was living in Franklin, Cass County, Iowa. In 1925 through 1940 he was residing in Anita, Cass, Iowa. 

Orville's occupation was a carpenter.

On August 31, 1941 Orville was united in marriage to Marcia Alyce Hawthorne in Adair, Iowa. To this union, three children were born.  On 22 September 1943, at age 27, Orville enlisted in the US Army. In December of 1944, he was awarded Good Conduct Medal. In June of 1945, He was awarded 5 Bronze Stars for Normandy, France, Ardennes, Rhineland, Central Europe. On August 31, 1945, at age 29, Orville received an Honorable Discharge US Army.

Orville died 11 July 1973 in Exira, Iowa, at age 57.
